There's not really much to it. The brushes used are in the picture, but for the bright blue parts of the water, he used a luminosity layer. Airbrush for the bottom light rays, and use the water brush for the lighter parts on top. To blend, use the blur brush. I'm using the tutorial on a drawing I'm working on at this very moment, and this tutorial has proven to be helpful. It'll be harder if you don't have any knowledge about the program and so-forth. I hope I helped you in some way.
Ahh, this really does look 'simple & easy' (and I think I'll probably draw this crappy at first) but I'll definitely use this later on!~ I really like how it's not overly complicated, but simple to follow along~~
I would love to try these out, but the lack of words explaining how to actually do the steps make this extremely confusing. I mean, how do I actually get to the next step? What brushes and settings do I use? It's really hard to figure out. Which is disappointing, because the results are very pretty and well done.
It's a painting program. It has a simple structure with not as many tools and options as Photoshop, but it's much better for painting! Type it up on Youtube and look at some cool examples of how it works.
